It's Co-op combat map in setting of Hotline Miami.
Story: After ending of First Hotline Miami Jacket was was caught, but his crimes were don't published. In society start rumors, about about group of killers in rubber masks. This rumors were used by Cuban Mafia. Their members drees hand made masks and start reids on Russian Mafia's shops. First was attacked bar on outskirts of Maiami, where Russian's cook new kind of drugs. It's raid was shows in Hotline Fighters.
